Prof. Feng Zengzhao wrote to Premier Li Keqiang at the fifth time along with 13 academicians, including Wang Tieguan, hoping to solve the problem of different perscriptions between the Ministry of Civil Affairs and the Ministry of Foreign Affairs regarding the approval "regulations". The problem was finally solved with the Premier's second support.
